Japan backs development of climate-resilient crop varieties
A new law moves heat-tolerant and other priority varieties from a policy goal into a certified R&D and seed-production framework.

Japan has enacted a national framework to support crop varieties with traits such as heat tolerance, disease resistance and higher yields. The law must take effect within six months of its July 24 promulgation.
The National Agriculture and Food Research Organization (NARO), prefectures and private companies will be able to prepare development plans, independently or jointly, for certification by the Ministry of Agriculture, Forestry and Fisheries (MAFF). Certified projects can receive access to NARO research facilities and reduced variety-registration fees. Prefectures can also establish plans supporting seed production, including simplified farmland-coordination measures.
On August 21, MAFF moved into the next stage by discussing a new subcommittee that will help shape how climate-responsive varieties are developed and introduced.
Business relevance
The framework is relevant to seed companies, breeders, ag-biotech firms, crop-technology suppliers and universities considering Japanese R&D partnerships.
Certification may lower development costs and improve access to public research infrastructure. Related Seed and Seedling Act reforms mean companies should also consider how they will protect and use plant-variety intellectual property.
What happens next
MAFF still needs to publish the detailed rules and start date. The next signs to watch are the subcommittee’s work, prefectural seed-production plans and the first approved projects. These will show which crops receive priority, who can take part and when support becomes available.
